Town Hall Meetings & Roundtables

Public input is a vital part of the cultural planning process. The San Mateo County Cultural Plan is available on the Countyâs website. Sponsored by the San Mateo County Arts Commission and by ARTshare - San Mateo County's Local Arts Partner.

SAN MATEO COUNTY CULTURAL PLAN ROUNDTABLES

In March 2003, ARTshare hosted Town Hall Meetings throughout San Mateo County to gain input from local arts organizations, artists, and citizens interested in the arts. The goal of these meetings was to promote arts and culture, and to engage community participation in the ongoing implementation of San Mateo Countyâs Cultural Plan. As a follow-up to the Town Hall Meetings, ARTshare will host three Roundtables on the topics of: Arts Education & Youth Programs, Funding & Resources, and San Mateo County Arts Facilities. San Mateo County residents, artists and arts organizations are encouraged to attend. The Roundtables are co-sponsored by the San Mateo County Arts Commission and by ARTshare, San Mateo County's Local Arts Partner.

The Roundtables are scheduled in July, 2003 as follows:

The ãArts Education & Youth Programs Roundtableä will be held on Tuesday, July 8 from 7-9 PM. The Roundtable will take place at the Peninsula Community Foundation located at 1700 South El Camino Real in San Mateo. The Roundtable is open to anyone who is interested in arts education and youth programs throughout San Mateo County. RSVP by July 3, to ARTshare (650) 655-4605.

 The ãSan Mateo County Arts Facilities Roundtableä will be held on Thursday, July 17 from 7-9 PM. The Roundtable will take place at the Peninsula Community Foundation located at 1700 South El Camino Real in San Mateo. The Roundtable is open to anyone who is interested in cultural facilities and resources in San Mateo County. RSVP by July 14, to ARTshare (650) 655-4605.

The ãFunding & Resources for Arts Organizations Roundtableä will be held on Tuesday, July 29 from 7-9 PM. A Report on Town Hall Meetings to Review

the San Mateo County Cultural Plan

March 21-22, 2003

Introduction

In February 2002 ARTshare hosted ãtown hall meetingsä in four different locations (San Mateo, Redwood City, South San Francisco, and Half Moon Bay) to gain input from local arts organizations, artists, citizens interested in the arts, and other stakeholders. The goal of these meetings was to organize the information received to create a plan to promote arts and culture in San Mateo County. Following these meetings a select committee representing ARTshare, the arts community, and County government published a first-ever County Cultural Plan for the County of San Mateo. Endorsed by the Board of Supervisors, this plan now provides a blueprint for the continued development of collaborative activities, funding, and an expanded audience base for multiple forms of artistic expression.

The Cultural Plan identifies eight primary areas of need in priority order suggested by participants of the initial town hall meetings:

6.      ARTS EDUCATION & YOUTH PROGRAMS

At the direction of the San Mateo County Arts Commission, ARTshare was tasked to conduct a series of follow-up meetings to discuss and refine the Cultural Plan approximately one year later. FoxFire Consulting Group was hired to facilitate these meetings and to prepare a summary report for ARTshare and the San Mateo County Arts Commission.

2003 Town Hall Meetings

Three meetings with arts and culture stakeholders were conducted over a two-day period, March 21-22, 2003. These meetings were again held in the communities of San Mateo, Redwood City and Half Moon Bay (a fourth meeting scheduled for South San Francisco was cancelled). The intended goals for these meetings were:

  • To engage community stakeholders in the process of ongoing implementation of the San Mateo County Cultural Planâs eight needs
  • To identify specific tasks that will, when completed, contribute to continued development of the arts in San Mateo County and the needs expressed in the Cultural Plan
  • To encourage artists and arts organizations to participate in collaborative planning and activities to promote the arts and culture in San Mateo County by using the Cultural Plan as a guide

Each meeting lasted approximately two and one-half hours. At each meeting participants were welcomed by ARTshare President Bonny Zanardi and a member of the San Mateo County Arts Commission.

The lead facilitator reviewed the eight needs areas previously identified in the Cultural Plan and participants were asked to vote for their top four priorities. Listed below are the combined rankings from all three town hall meetings:

Three needs areas were consistently emphasized as being most important to attendees: Arts Education & Youth Programs, Resources & Funding, and Facilities. Participants were divided into breakout groups, and each group was asked to develop action plans that will realistically begin to address that need in their community or the County.

Next Steps:  Countywide Roundtables

It is intended that action plans developed by participants during these three town hall meetings will be reviewed and implemented by countywide ãroundtableä groups to be formed for each needs area. Key individuals from various communities will be asked to chair these working groups and to recruit others to participate. There is currently a roundtable already formed that is working on the conceptual development of a Cultural Arts Center for San Mateo County.

ARTshare and the County Arts Commission will have a significant role in establishing and overseeing the initial work of these roundtables. It is anticipated that participants from the town hall meetings and other key individuals will be invited to attend a kick-off meeting for each roundtable. At the initial meeting, attendees will be briefed on the results of the March 2003 town hall meetings and provided with any action plans that were developed. It will then be up to the roundtable to determine their ongoing work plan and to assign tasks as needed. This process will be repeated for each roundtable work group that is created.

ARTshare will monitor the progress of each roundtable and report back to the Arts Commission and/or the Board of Supervisors periodically. It is also anticipated that ARTshare will wish to host a ãCongress of the Artsä in late 2003 to convene all the roundtables together. The networking, sharing of lessons learned, and mutual encouragement expected to result from this convocation should provide additional momentum for ongoing activities.

Recommendation

1.      Immediate effort should be made to establish several countywide ãRoundtablesä that will be tasked to recruit volunteers and to review/implement suggested action plan items. Roundtables should be established for: 1) Arts Education & Youth Programs, 2) Facilities, and 3) Funding & Resources

2.      While Advocacy and Visibility/Marketing were also ranked as high priorities, with one exception the meeting attendees did not develop action plans to address these needs. It is recommended that roundtables be established for these two additional areas to ensure the Cultural Plan receives the attention it deserves from elected officials, potential funding sources, and audiences

3.      Although priorities for implementation of the Cultural Plan were consistent from meeting to meeting, additional town hall meetings or other input may be desirable to validate the limited feedback from stakeholders

4.      ARTshare should encourage broader-based participation in the cultural planning process from the arts community, business owners, and elected officials to increase the visibility of the arts and culture

5.      Personal contacts by ARTshare, San Mateo County Arts Commission, and the Board of Supervisors with key individuals prior to future town hall or roundtable meetings could significantly increase community representation and participation

6.      The progress of the countywide roundtables should be shared in a general meeting of stakeholders (i.e., ãCongress of the Artsä) to be hosted by ARTshare in late 2003.
